fight is still really centering on this issue of taxes. the white house saying president obama is saying rates should go up on those making $250,000 or more. these are two starting proposals. the white house has put their proposal out last week. it really drew a hard line, calls for $1.6 trillion in new tax revenue, most of that coming from increasing taxes on wealthier americans, but this republican plan very different, does not call for increasing taxes on wealthier americans. president also wants to end congressional oversight of the debt limit. there's no such offer in the republican plan. in fact, some aides have told me that that is a pipe dream. so these two sides still very far apart. now, tonight, martin, the white house will be inviting members of congress here for the holiday party. house speaker john boehner will be here as well. there have been a lot of questions about whether these two will run into each other, whether they will talk about the fiscal cliff. no one is signaling what they might discuss, but house speaker john boehner when asked about tonight's event sa

president obama invited the major players to the white house to discuss the situation. as of this morning, no new talks are scheduled. brianna keilar joins us. so many republicans say they are pessimistic about a deal happening in time to avert this fiscal cliff. some say it's for political reasons. what can you tell us? >> it may all be for political reasons. that's no surprise in washington. as you can seen through dealmaking not just on this but things in the past couple of years between the white house and congress, there is almost this rhythm that has evolved. both sides are pointing to the other for an impasse. republicans like senator lindeyy graham just slamming the white house and tim geithner for a plan he laid out on behalf of the administration, laying out about $1.6 trillion in new revenues coupled with only about $400 billion in medicare cuts. listen to what graham said. >> i think we're going over the cliff. it's pretty clear to me they made a political calculation. this offer doesn't remotely deal with entitlement reform in a way to save medicare, medicaid and soci

. and it is unfortunate that the white house spent three weeks doing basically nothing. >> now, the republican counterproposal that we just heard about still includes those bush era tax cuts staying in place for everybody, which president obama has called a nonstarter. so what if we raised taxes a little bit? still be much lower than what americans paid just a generation ago. in 1980, the wealthiest americans paid a marginal tax rate of 70% of their income to uncle sam. now, tax reform under president reagan reduced that rate to 50% and in 1981, and closer to current levels in 1986. today, president obama wants to let the bush era tax cuts expire for wealthy americans only, taking up their marginal federal tax rate from 36% to 39.6%. we're talking about a 3.6 percentage point uptick for households making more than $250,000 a year, only on every dollar they make above the $250,000 amount. starts 2 s at $251,000. it is on the money you make on the margin. now, while i totally agree every penny counts when it comes to your money, when you compare that to the taxes most americans paid o

individual income tax rate for the affluent may be unavoileable. obama did spend the last two years proselytizing for such a hike and voters were well aware of it when they re-elected him. but the white house has said that the rates don't have to return to clinton era levels. obama's nemesis as he often told us are millionaires and billionaires. so why not urge that the higher tax rates be applied only to those with incomes of $1 million and not the couples earning more than $250,000. now, i'm talking pure politics, not equity in this case. can they hang their hat on the fact, okay, you're against millionaires, we'll take back their cut for the millionaires? below that they have to get the deal. >> the problem with this is chuck schumer and other senate democrats tried to offer this to republicans last time. remember the last time we did this they rejected it. >> it works for them now. they can say all we want is the schumer deal. >> right now they don't have the leverage to get the schumer deal. they rejected the schumer deal. they don't have the leverage to get it. >> here we disa

now between the white house and congressional leaders. of course, there are meetings going on behind the scenes and contacts between the white house and congressional republicans but nothing official. president obama is taking this sort of outside strategy where as we saw him last week he goes outside of washington. he'll be giving remarks to the business roundtable this week, meeting with business leaders tomorrow. other stakeholders this week and he's trying to kind of put some pressure on congress and learn from a mistake that he made you might say during say the debt ceiling negotiations where you saw these meetings with congressional leaders but there really wasn't a whole lot of payoff and didn't make the president look particularly effective. an issue to be resolved is to tackle entitlement reform. you have the white house and republicans saying you need to put meat on the bones and going back and forth. listen to what republican senator bob corker said. >> i think the really discussions around the fiscal cliff haven't even begun to be serious yet and the reason they haven't i

briefing earlier today to outline the proposal of president obama for the so- called fiscal cliff. what is the proposal? >> the top line #would be about $2.20 trillion in the budget control act. and they say compared to what the white house put out, the white house says it offers $4 trillion when using the same accounting as the white house, it would be about $4.60 trillion over 10 years. republicans say it would come from tax reform, but not to increasing tax rates. that has been a sticking point thus far in negotiations. >> you are talking about the bush tax rates? >> all of the bush era tax rates would be extended into next year and that would start the process for tax reform. it would be in the tax reform process that there would generate -- and they would generate $800 million -- $800 billion in revenue. and they say the $800 billion could be raised without raising tax rates, and this is something that is in dispute with the white house. the white house said there would be no deal unless republicans agreed to increase tax rates on the wall the next year. >> what do the republ
